B2B Lead Generation for Business Services Providers in Germany

Sales support for B2B service providers selling into Germany and the Netherlands: we reach the right decision makers and book conversations that fit the contract cycle.

If you sell a B2B service, you almost never sell into an empty space. The company you are calling already has a cleaning contractor, a logistics partner, a staffing supplier, a maintenance provider or an agency. The question on their side is not whether they need the service. It is whether changing supplier is worth the disruption. That single fact reshapes the entire sales process: you are not selling against a gap, you are selling against a running contract.

In Germany that contract is usually held by a local, German speaking incumbent who has been on site for years. The market is crowded. The German business register recorded roughly 249,500 legal units in the section covering other business support services, which includes facility services, security, staffing and temporary work, with about 3.5 million employees and 348.9 billion euros in turnover for the 2024 reporting year, plus a further 528,000 units in professional, scientific and technical services (Destatis). Demand is not the problem. Access is.

This page explains how B2B service providers actually win new accounts in Germany: who is involved in the decision, which triggers make a conversation legitimate, and where an outside sales partner is useful when you do not have a German team yet.

In short

Companies that already have a supplier rarely switch because of a better offer. They switch because the timing is right. Selling B2B services into Germany is therefore mostly timing work, done in German.

01

Why selling a B2B service is different from selling a product

A product fills a gap. An ongoing service replaces someone who is already doing the job, possibly badly. Four consequences follow, and all four are stronger in Germany than in most markets.

The seat is taken.Almost every company in your target list has a provider. Your sale is a displacement sale, and the incumbent holds an advantage no proposal can match: they know the sites, the contacts and the exceptions. Switching costs internal effort, and somebody has to justify it in writing.

The contract sets the rhythm.Term lengths, notice periods and tender cycles decide when a decision is even possible. A twelve month framework agreement with a three month notice period means your contact cannot decide for nine months of the year, no matter how convincing you are. By the time a tender is published, the specification has usually been written with the incumbent in the room.

Procurement arrives late but decides with you or against you.The operational department feels the problem, procurement owns the contract. Approach procurement only and you land in a price comparison where services look interchangeable. Approach the department only and you have an advocate without a signature. Both need to appear in the process, in the right order.

Language is not a detail, it is a qualification criterion. In facility, logistics, staffing and maintenance work, the people who supervise your service on site are rarely comfortable in English. A German buyer who imagines daily coordination in English will often stop the conversation there, whatever your references say. This is the most common reason foreign service providers stall in Germany, and we cover it in more depth in why foreign companies fail in Germany.

02

Who you actually need to reach

For operational services the group of people involved is larger than for a one off purchase, because the contract touches operations, cost, legal and often workplace safety. These roles come up most often, with the German titles you will see in practice.

Head of the operational department

Facility Manager, Werkleiter (plant manager), Logistikleiter or Personalleiter, depending on the service. This person notices first when something does not work and is the only realistic starting point for a substantive conversation.

Head of procurement

Einkaufsleiter or strategischer Einkauf. Owns framework agreements, approved supplier lists and tenders. You need to be known there before the next round starts, otherwise you are not on the invitation list.

Commercial director or managing director

Kaufmännischer Leiter or Geschäftsführer. In the German Mittelstand this is often the same person who runs procurement. Decides when volume, multi site consolidation or multi year commitment is involved.

Site or branch manager

Standortleiter or Niederlassungsleiter. In companies with several plants or branches the decision is frequently local, and a central framework agreement does not always exclude a second supplier at one site.

Quality and health and safety leads

Qualitätsmanagement and Arbeitssicherheit. They trigger many changes around audits and certifications even though they do not sign the contract.

The switchboard filters hard, and for good reason: service providers call every day. What gets a call through is rarely the wording. It is being able to name the responsible person and a concrete reason for calling now. Both can be prepared, but preparation takes research time in a language you may not operate in.

03

Which triggers justify a conversation

A trigger is not your offer. It is a change on the customer side that reopens a decision. In B2B services those changes are unusually predictable, because they are tied to contracts and to dates.

The contract is coming up for renewal. The single most valuable piece of information in this sector. If you know when the notice period expires, you know when the first conversation has to happen, which is normally six to nine months earlier, so that your offer influences the specification rather than reacting to it.

Labour costs are being recalculated. The German statutory minimum wage rose to 13.90 euros per hour on 1 January 2026 and increases to 14.60 euros on 1 January 2027, a total of 13.88 percent (Federal Government). In labour intensive services such as cleaning, security, logistics and staffing this forces price adjustments. The moment the incumbent announces an increase, the client compares. That window is short and it is a legitimate reason to call.

A new site, a new hall, an added shift.Extra floor space or extra operating hours rarely fits neatly into an existing contract. German buyers allow a second supplier for an extension far more readily than they replace one outright, which makes expansion the easiest way in.

Something went wrong.A missed shift, a failed delivery, a complaint that reached management. For a few weeks after an escalation the willingness to talk to an alternative supplier is much higher than usual. Then it closes again.

Procurement is consolidating suppliers. When five regional providers are meant to become two national ones, the deciding factor is the ability to serve several locations to one standard. Foreign providers with a European footprint are often stronger here than they realise.

An audit or certification is due.Documentation, proof of qualification and inspection records suddenly become purchase criteria. Providers who deliver that cleanly displace providers who cannot.

The person on the other side is new.A new head of procurement or facility manager reviews existing contracts within the first year almost without exception. This is the one trigger you can reliably spot from public sources.

None of this is published. When a contract expires, whether there was trouble and who decides next time are things you only learn in conversation. That is why calling, in this sector, is the only dependable source of timing information.

How we work for B2B service providers

We take on the part that a service company entering a new market cannot easily build in house: systematic, German language outreach to companies that are currently under contract with someone else, and patient follow up until a decision becomes possible.

Most projects start with B2B lead generation. We define the target group with you using criteria that matter in your service, such as site size, number of locations, operating hours or sector, and approach those companies by name. When a conversation shows real interest, appointment setting follows, with the person who owns the service, not with the switchboard.

Because so many conversations in this sector arrive too early, lead qualification matters more here than almost anywhere. We establish who supplies today, when the contract is next open and who has to be involved. A contact who can only decide in eight months is not a lost contact, it is a scheduled one. If you are entering Germany without a local sales team, this sits inside our broader market entry sales support, and for accounts that once enquired or bought from you we use customer base activation, where the barrier to switching is far lower.

All outreach is done by people who speak the language natively. Germany is our home market and where we have the most experience, with native teams for the Netherlands and the United Kingdom. Our process describes how a project runs from the first briefing to ongoing work. Before you start, it is worth reading our outbound benchmarks for realistic meeting volumes, and how to find B2B customers in Germany for where the target data comes from.

Every lead is handed over in a structured form: contact and role, what was said in the call, the current supplier and contract situation as far as it was shared, and the agreed next step. We work in our own system, not in yours.

05

What you get

Element What it means in practice
Target group on your criteria Selected by site size, number of locations, operating hours or sector, not just headcount
Conversations with the operating department Facility, plant, logistics, HR or procurement, whoever actually owns the service
Contract situation as information Who supplies today and when the next decision is due, as far as the other side discloses it
Scheduled follow up Contacts who are too early are placed in the right month rather than discarded
Structured handover Contact, call notes, trigger and agreed next step in one consistent format
Native language outreach German, Dutch and British English, spoken by people, with no automated calling

06

Who this is not for

If your service is interchangeable and you only win on price.Displacing an incumbent on price alone rarely works by phone, because procurement already hears that argument from the current supplier. If there is no difference an operations manager can grasp in one sentence, outbound is the wrong lever.

If you cannot deliver additional volume. In people intensive services, staff availability is often the real constraint rather than demand. Creating meetings you cannot serve damages your reputation more than it helps.

If you expect immediate closings. With running contracts, most meetings come from the second or third round of contact, simply because the window was not open earlier. A campaign stopped after four weeks never sees the result.

Frequently asked questions

The questions buyers in this industry actually ask us, answered without the sales gloss.

That is precisely when it is worth it. In a market with no incumbents, demand would find you on its own. The value here is not an immediate deal, it is being known when the decision reopens. The provider who comes to mind in the month of contract review gets on the enquiry list.

Usually six to nine months. Three month notice periods are common and internal preparation of a tender often starts before that. Arriving shortly before the deadline means you can supply a comparison quote at best.

No. Many of our clients sell into Germany from abroad. What matters to a German buyer is that the conversation, and later the day to day coordination, happens in German and that responsibilities are clear. We handle the German language side of the outreach for you.

No. We work in our own system and hand over each lead in a structured form: contact details, role, call notes, the trigger we identified and the agreed next step. You can move that straight into your own process without asking us follow up questions.

Yes, with separate native teams and separate messaging. The two markets differ in tone and in how quickly a buyer discusses commercial terms, so we do not reuse one script. To work through your target group and triggers first, you can book a consultation.
