B2B Lead Generation for Consultancies Entering Germany

B2B sales support for consultancies and professional services firms entering the German and Dutch markets, in the local language and with real meetings.

A consultancy that enters Germany arrives with one asset missing. The methodology travels, the case studies travel, the senior people travel. The referral network does not. Everything that produced pipeline in your home market was built on people who already knew you, and in Germany nobody does yet.

The market itself is large and stable. According to the German consulting association BDU, the German management consulting industry reached 49.0 billion euros in revenue in 2025 and expects growth of 4.5 percent to 51.1 billion euros in 2026. Growth is concentrated in mid-sized firms with 1 to 50 million euros in revenue, while firms below 1 million euros are shrinking by up to 2.5 percent. Size of market is not the problem. Access to the first conversation is.

This page describes how new business actually happens for consultancies and other professional services firms selling into Germany and the Netherlands: who decides inside the target company, which triggers justify a call, and where an external partner helps without damaging your standing as experts.

In short

Nobody signs a consulting engagement over the phone. What is sold on the phone is a first substantive conversation with the right person at the right moment, and that part can be organised systematically.

01

Why selling consulting into Germany works differently

A consulting engagement is not a product with a specification sheet. The client is buying a judgement about how a problem will be solved and carries the risk if the judgement is wrong. That changes how the purchase happens, and it changes again when the seller is foreign.

There is nothing to demonstrate. No trial, no pilot licence. The buyer evaluates reference projects, the person in the room and the quality of the first questions. A first meeting in which your partner describes the situation more precisely than the client does replaces any amount of collateral.

The person who sells is the person who delivers.Your partners generate pipeline and also staff the projects, so pipeline drops to zero exactly when utilisation is high and the gap appears a quarter later. That weakness gets worse when the same people are building a new country.

Referrals do not cross borders.Word of mouth is the strongest channel in professional services and the least portable one. A German industrial group will not treat a reference from your home market as a reason to meet. The first thirty conversations here have to be created rather than inherited.

The buyer has to defend the spend internally. The BDU describes 2025 as a year in which projects were driven by transformation and efficiency pressure and had to be justified more robustly to the client organisation than in the past. A generic pitch gives your contact nothing to argue with. A named trigger and an expected effect does.

Procurement enters late and still decides. The business owner selects, procurement formalises. Framework agreements, preferred supplier lists and day rate bands are negotiated there, often years ahead of the project you want. A firm that first appears at tender stage is bidding against a list it is not on.

Language is a qualification criterion.English works at board level in large corporates and much less reliably one level below, where the sponsor usually sits. In the Mittelstand an English approach is often read as evidence that the supplier does not really operate here. More on that in how to find B2B customers in Germany.

02

Who you actually need to reach in a consulting sale

The buyer of a consulting engagement is almost never one person. There is a business sponsor, a budget owner and a formal approver, and those roles only merge in smaller companies. These are the roles we speak to in practice:

Managing director or board member

decides on strategy, restructuring and anything affecting the organisation as a whole. Short window, high bar for relevance in the first sentence.

Divisional or functional head

is usually the real sponsor. They own the problem, often own a budget line, and carry the pressure to solve it.

Head of transformation, organisational development or PMO

runs the programme portfolio and knows every gap in it. Fastest route in for process and organisation work.

CFO and controlling

become relevant as soon as the subject is cost, efficiency or a number nobody internally can produce.

Procurement and category management for professional services

own frameworks and supplier lists. Not a sponsor, but a veto and the gateway to future tenders.

Executive assistants

decide in practice whether a meeting happens. They are treated as a counterpart, not as an obstacle.

Switchboards in Germany filter hard, because consulting firms call them every day. The difference is not tone but substance. A caller who names the current programme, names the right function and states the subject in one sentence gets through. A caller asking for whoever is responsible for consulting does not. Our working method is set out on the process page.

03

What counts as a good reason to call in professional services

A trigger is something that has happened inside the target company and makes a need plausible. Without one, a call is an interruption. With one, it is a well timed offer. These work particularly well in consulting.

A new person in a relevant role.A new divisional head, CFO or head of transformation has room in the first months to bring in outside support and rarely has an established panel of advisers. Appointments are public and easy to track.

A framework agreement expiring or a supplier list being rebuilt. This is the moment when the set of invited firms is decided. A firm that enquires after the list is finalised waits two to three years for the next opening. For a market entrant this is the single most useful thing to monitor.

An announced programme.ERP migration, post merger integration, site consolidation, reorganisation of a business unit. These create demand the internal team cannot absorb alongside day to day work.

A public tender above the EU thresholds.Since 1 January 2026 the threshold for service contracts is 140,000 euros for upper and highest federal authorities and 216,000 euros for all other public contracting authorities (Vergabe.NRW). Publication ends a process that starts internally long before. Being unknown at that point means bidding with no history behind you.

A client sector with fresh budget. For 2026 the BDU expects the strongest growth in energy and utilities at 6.5 percent, public and non-profit at 6.1 percent, credit institutions at 5.5 percent, and healthcare and professional services at 5.3 percent each. Within manufacturing, mechanical engineering grows above average at 4.9 percent. A target list that follows those numbers saves weeks.

An engagement that ended eighteen months ago.If you already served a German subsidiary of an international client, that contact knows you and has forgotten you. It is the cheapest channel available and the one most often left alone, which is what customer base activation is for.

How we work with consultancies and professional services firms

We take on the part that stops the moment utilisation rises: first contact, qualification and booking. The substantive conversation stays with your partner, because nobody else can hold it credibly.

Outreach happens in the language of the market. German native speakers speak to German decision makers, Dutch native speakers to Dutch ones, and the UK team are native speakers born in London.

We start from your ideal client profile, build a verified target list and approach the relevant roles. Every meeting is handed over in structured form: contact, trigger, conversation notes, open questions and the agreed next step. DialFox works in its own system rather than inside your CRM, and the handover comes in a format your consultants can use directly.

Target list by sector, size, region and concrete trigger, agreed with you before the first call
First contact by phone and email through native speakers with B2B experience
Qualification against criteria you define, not a generic checklist
Appointment setting directly into the calendar of the responsible partner
Structured handover with trigger, conversation history and agreed next step
Regular reporting on reachability, objections and the reasons behind them

If you are still deciding between hiring locally and using a partner, the comparison is in in-house SDR versus outsourced, and market price ranges are set out in what B2B appointment setting really costs. Firms building a German presence from scratch usually start with market entry sales support, and the local conditions are summarised on the Germany market page.

05

What you get

Component What actually happens
Target market and list Definition of target companies and roles, research of named contacts, agreed with you before launch
Trigger research Leadership changes, announced programmes, tenders and sector movement used as the opening per account
First contact Phone and email in the local language, by native speakers experienced in selling services that need explaining
Qualification Need, timing, the contact’s role and the internal decision path are clarified before the meeting is booked
Meeting A substantive conversation in your partner’s calendar, with context so it does not start from zero
Handover and reporting Structured handover per lead plus regular reporting on reachability, interest and reasons for refusal

06

Who this is not for

Not every situation suits external outreach, and it is more useful to say so in advance.

Regulated professions are a special case. In Germany, section 43b of the Federal Lawyers’ Act allows advertising by lawyers only where it informs objectively about professional activity in form and content and is not directed at obtaining a mandate in an individual case (statutory text at dejure.org). Targeted acquisition for a specific matter is therefore excluded, and we do not run that kind of outreach for law firms. Tax advisers and auditors should clarify their own professional rules with their chamber before starting.

It also does not work when the offer is vague. A firm that advises mid-sized companies on change gives a caller nothing to open with. Before we start we need a subject where it is clear who is hurt by the problem.

And it does not work when nobody can take a meeting within two to three weeks. Qualified interest has a half-life. If first meetings queue for a month, starting later is worth more than starting now.

07

Questions and answers

The questions buyers in this industry actually ask us, answered without the sales gloss.

Only if it sounds like selling. A call that names a known problem in the sector and offers a substantive conversation is received as competent. We work from conversation frameworks rather than scripts, with no pressure towards a close. The objective is a meeting, not a commitment on the phone.

We do not explain your methodology, that stays with you in the meeting. Our job is to state the problem in the contact’s own language and test whether it is live right now. We work through your reference projects and typical triggers before the first call.

No. DialFox works in its own system. You receive a structured handover per lead with contact details, trigger, conversation notes and the agreed next step, in a format your consultants can use directly.

First conversations usually happen within a few weeks of launch, while a reliable read on quality takes longer. Consulting decisions have long internal paths, so we assess by meeting quality, not call volume.

Eventually yes, and that hire is far easier once there is evidence a pipeline exists. Outreach is the cheaper way to test whether your proposition lands here before you commit to a local salary. To walk through that, book a consultation.
